From June 22 to 24, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of Sichuan Province, conducted an inspection in Liangshan Prefecture. She stressed the need to keep in mind the earnest instructions, earnestly implement the arrangements of the central government and requirements of the provincial Party committee, leverage local resource and energy endowments to strengthen competitive characteristic industries, effectively improve infrastructure conditions, consolidate and expand achievements in poverty alleviation, actively promote comprehensive rural revitalization, continuously enhance the sense of gain, happiness and security of people of all ethnic groups, and steadily strive for new and greater progress in advancing high-quality development in ethnic regions.

Shi Xiaolin pointed out that tremendous changes have taken place in Liangshan since the fight against poverty. Solid efforts should be made in the final year of the transition period to continuously consolidate and expand poverty alleviation achievements and forestall the risks of large-scale relapse into poverty. Targeted support shall be delivered to 39 underdeveloped counties, especially the last nine key counties. Priority shall be given to industrial cultivation and talent support. Close alignment shall be maintained with east-west paired assistance programs. Coordinated efforts shall be mobilized from science and technology missions, medical experts and Silver Age Volunteers to strengthen group-based assistance and improve work efficiency.

Efforts will continue to boost endogenous development capacity. Local authorities shall identify leading competitive characteristic industries, introduce and nurture high-level leading enterprises to develop intensive processing of agricultural products locally, promote suitable agricultural machinery and equipment, and improve supporting facilities including drying stations, cold chain logistics and quality inspection systems. Industrial chains will be extended, industrial ecosystems optimized and brand building strengthened. Mechanisms linking enterprises with farmers will be improved to help residents secure stable income and prosperity, and bolster collective economy.

Employment is the foundation and guarantee of people’s wellbeing. Vocational training should be tailored to business entities and leading industries. Multiple channels including assistance workshops, work-relief programs and labor export will be expanded to stabilize employment for residents lifted out of poverty. We should learn and apply the experience of the Zhejiang “Ten-Million Project”, and coordinate the advancement of the five revitalization initiatives in rural areas. Guided by demographic changes and public demand, balanced allocation of public services will be promoted to facilitate the sharing of high-quality educational, medical and other resources. Children in ethnic regions shall be granted opportunities for a promising future. Continuous improvements will be made to school meal programs. Work on drug prevention, HIV/AIDS control and the transformation of outdated social customs will be carried forward to build livable, business-friendly and beautiful countryside.

Shi Xiaolin emphasized that the unique resource advantages of ethnic regions must be accelerated into strengths for high-quality development. Vigorous efforts will be made to advance integrated development of hydropower, wind power, solar power and energy storage, speed up construction of power sources and power grids, and actively develop the model of “green power + computing power + industrial parks”, fostering clustered development of industries related to clean energy.

A new round of the Strategic Mineral Exploration Breakthrough Campaign will be pushed forward. The diversified investment mechanism linking provincial, municipal and county authorities will be fully utilized to integrate mineral exploitation with industrial development. Collaborative research between industry, universities and research institutes and new technological transformation will be strengthened to continuously raise the level of comprehensive exploitation and utilization of strategic mineral resources such as vanadium, titanium and rare earths.

Support will be provided to ensure the high-quality operation of major national science and technology infrastructure, gather more high-caliber research teams, and strive to deliver more influential innovation outcomes at an early date. In accordance with the spirit of the Seventh Plenary Session of the 12th CPC Sichuan Provincial Committee, deeper integration of culture and tourism will be promoted. The distinctive value of natural landscapes, ethnic customs and red culture will be fully explored. Priority will be placed on cultivating high-level market entities and supplying high-quality tourism products. A transport network featuring “fast access and slow travel” will be accelerated. Premium tourism routes including scenic sightseeing, wellness tourism, study tours and popular science tours will be developed. The cultural and tourism industry will be built into a pillar, livelihood and happiness industry, contributing to polishing the tourism brand Splendid Tianfu · Leisure Sichuan.

Shi Xiaolin noted that the flood season is underway. All-out efforts must be made in flood control, disaster reduction and geological hazard prevention. Closed-loop management measures including early warning notification and emergency evacuation must be strictly enforced, and responsibilities at all levels consolidated to ensure safe passage through the flood season.
