On March 13, 2026, the 3·15 Roundtable Forum on Direct Selling Supervision and Consumer Rights Protection themed Uphold Integrity, Strengthen Compliance, Boost Development was grandly held in Beijing. Hosted by the Price Supervision and Anti-Unfair Competition Bureau (Office for Regulating Direct Selling and Combating Pyramid Schemes) of the State Administration for Market Regulation (SAMR), the forum was attended by officials from relevant departments of SAMR and the Ministry of Commerce, functional department heads from 16 provincial market regulation authorities, and representatives of 69 direct selling enterprises.

Direct selling enterprises should seize opportunities, stay focused on goals, pursue innovation based on fundamental principles, forge ahead with momentum, and ensure a sound start for the direct selling industry during the 15th Five-Year Plan period.

Relevant officials from SAMR emphasized during the forum that compliance serves as the lifeline and cornerstone for the steady development of direct selling enterprises. At present, the implementation of consumer rights protection measures is insufficient, and risks of illegal conduct still exist among individual enterprises, which have become obstacles to the high-quality development of direct selling enterprises. Direct selling enterprises shall earnestly fulfill primary responsibilities and improve compliance management systems; resolutely conduct business in accordance with laws and regulations to prevent and defuse hidden risks; firmly uphold the “consumer-first” philosophy and reinforce consumer rights protection. Market regulation authorities will optimize guidance services, enhance supervision and law enforcement, supervise and guide enterprises to abide by relevant laws and regulations, safeguard legitimate rights and interests of consumers, and foster a sound legal environment for the healthy development of the industry.

During the forum, Director Zhao Peilin carefully listened to policy guidance and work requirements from regulatory authorities, and conducted in-depth exchanges with representatives of participating enterprises on topics such as compliance management and consumer rights protection.
